MDP, Tennis Courts

The tennis courts seem neglected as evidenced by the multiple cracks on 3 of the 4 courts snd torn nets. Isn't it less costly to do the repairs than pay for an out-of-court settlement for injuries sustained from the City's neglected maintenance?
